NDS for NT - BDC or Member Server

Is there a requirement that a NT Server be a BDC/PDC for NDS for NT to work properly?

Our users (Win95) do not log into a NT domain, only into Novell. They can get authenticated on BDCs and the PDC that have NDS for NT installed. I tried installing NDS for NT on a member server, but it doesn't authenticate them. They get a box asking for a password.

In order to install NDS for NT, it must be on a PDC/BDC. The reason would be that only a PDC/BDC provide authenication to the domain. We have two novell servers, and 6 NT 4.0 Servers. One of them is a PDC and one is a BDC. The other servers are member servers. Are these member servers part of the domain? If so, do you force password sync between the NDS and Domain?
