NDR sent back with original attachment

Hi all,

This one should be quick and easy. I'd like to strip NDR from the original attachment on Exchange 2003. I keep getting users trying to send mails over the 10MB size limit, receiving the NDR with the same size, and trying to send it again and again. Is it possible, without changing registry like it was done in 2000 ?
