NDPS printers slow to appear on workstations

NW65 SP1A server running NDPS and clients running 4.90.0.0 SP1a client on Windows XP Professional workstations. I have groups created for each NDPS printer agent so that I can put a user in a given group and they will receive that printer. It seems that in some cases if a user is added to a printer group, the printer doesn't install after the user logs in the next time. It might be the next day before the printer gets installed. This is independent of whether they reboot their PC or just re-login.

Any idea on how to troubleshoot this or why it might be happening?

Check your NDS sync, is it having problems?

No, both TIME and NDS synchronization showed no problems when I checked just now. The local server that is having this problem has it's own master replica while other servers have a RW replica of it. All servers are set up this way. Three other servers at the same patch level don't exhibit this problem at all with the same client versions. I'm stumped.
