NCP500 always calling out on specific CO line

I have a Preprogrammed NCP500 from someone. It had 2 CO programmed in Trk grp 1. When i am programming 3rd single line and trying to access the group (dialing 9), i am always getting line2. Is something forcing the system to grab line 2 only?

Put line 3 in trunk group 1 and it should pick 3 first if co settings are set to high-low

Line 3 is already in trk grp 1 and co setting is high to low. i have even tried putting just line 3 in TG1 but still when i dial 9, display on phones still shows line 2.

if you dont have a line 1 co fco key or dont have access to line one from that ext you wont be able to call on line 1.

yes good one CWC, try holding line 2 and dial 9, what do you get now?
