NCOS Restrictions

I'm involved in a debate with SBC.
We have 2 NCOS restrictions with FCAR = NO.
NCOS 3 forces charge account and restricts someone from dialing any 900#.
NCOS 4 forces charge account and allows dialing 900#.
SBC quote:
"We cannot allow
or block 900#'s on 2 different NCOS levels."
Could someone tell me if that statement is TRUE?

That is B*** S***! 900 number you treat that number like any other area code yes it is possible.
 
Thanks for your reply. Maybe you could help figure out why the following happens.
We have phones setup for different restrictions. The problem is that it seems that if I have a phone setup for NCOS 3 it acts like NCOS 4. And NCOS 4 acts like NCOS 7
Do you have any ideas?

Then 900
And see what rout 900 # uses

After you have rout go to LD 21 and see how that route is set up
Do
Prt
Rdb

Then the rout # that 900 uses
And see what frl level you need no access that route then cross reference that frl to ncos in ld 87
