NCOS Restrictions

We have phones setup for different restrictions. The problem is that it seems that if I have a phone setup for NCOS 3 it acts like NCOS 4. Do you have any ideas?

FRL 0 0 this shows what FRL is mapped to which FCR in
FRL 1 1 LD49, eg 3=4 & 4=4, then NCOS 3 & 4 will be the
FRL 2 2 same.
