Is there a way to give individual external numbers a NCOS restriction? (I would like to allow users the ability to dial certain external numbers while restricting all others)

sure, use alt route selection, add an rli in 86 to reference that has a higher frl than the users ncos you wish to block is one way, fcas another, depends on how many unique blocks.

System Speed is also made for this. System Speed Call "Raises the NCOS of the user" so they can reach what might otherwise be restricted.
