NCOS & FRL ???

I don't understand and have not been able to work it out from the DOCs. Why do I need 100 NCOS when there are only 8 FRL that can be assigned.
I am attemting set up some additional NCOSs so the customer can Micro manage his traffic. IE: I want sta 1200 to make most intnatl calls, i want 1201 to make all internal calls, normally as you add abilities the NCOS increases. however I want 1203 to make intnatl calls but not local calls.

Now I realize given this scale there would be no problem, but the customer wants international calls broken into 8 diferent categories and have any mix available to any given station. then I still need to add local and internal calls using CDP.

Any Ideas, or have I just missed how NCOS works altogether?
 
You are mostly correct, if Nctrl isn't setup, you need not worry about anything past the FRL. If you want a set to make 011 calls, but not local, you can FRE2 the CLS and create an Authcode for the international route, or you could HOT D the set to 011 leaving them only the ability to finish the string....and there are several other options, depends on who like what........
