NCFW to and outside number

We have extension 3500 set up as an ACD line at Site A that forwards over a tie line to Site B. Under NCFW we have 81XXXX. Calls route over the tie line no problem. Tie line is going away and they would like to forward calls to an outside number. (even though they will pay per forward since it will be dialing another number) I tried 917182043500 under NCFW.
When I dial 3500 from Site A it rings to site B. But when I dial (718)XXX-3500 it bounces to the Switchboard at site A.
Am I missing something in the class of Service? It seems like something is blocking the call from dialing the entire number. The area code at Site B is (212)521XXXX

not being there makes it tough to diagnose, but this could be a setting in the ACDN on in the Route that is preventing the call from completing. can you trace the call when it fails? if so, you would see it bounce to the operator.
if not, take that same ACDN, out it temporarily, re-build as a phantom that DCFW's to the 10-digit number you want it to dial and test call it from your cell. that may be all u have to do.
 
It sounds like the Route Data Block trunk disconect controls might be worth looking at. Specifically, the NEDC and FEDC values on both the incomng and outgoing routes involved in this call redirection

If that doesn't work than use the ACOD or the route you want the call to go out on instead of the 9.
