NAV2004 and Windows98

I have had to repair three PC's now running Windows 98 first edition and NAV2004. First off it appears that NAV2004 will not install without at least 128MB of RAM. When I do get it installed the PC boots up and after about 2 minutes it hangs and Ctrl-Alt-Del shows explorer (not responding).

Anyone have the same experience or suggestions?

As it stands now, I am recommending against installing NAV2004 on WIN98 machines.
