NAV- Worms and Firewall

After several days of trying to resolve conflicts between NAV 2004 and ZA (free) on my Win ME system I reinstalled NAV2004 and Norton Personal Firewall.Some place along the way a firewall request to alllow Windows Explorer acess came and I said yes, later I read an article that said that's a way that worms are let in and I asked my self why would Explorer ever have to get to the internet.

1)Does running a full system scan find all worms as well as viruses.
2)Is there any way to reasonably know if a request from a program for access is valid. Since I installed Norton Personal Firewall a number of request have came up that never showed when ZA was running.
