NAV for Exchange 2.5 does not launch when Install is clicked on

I am having the problem below and have tried the solutions in the article but have had no luck. I copied the below from Symantecs site and was wondering if anyone has a different solution to attempt.

"Symantec antivirus product for Microsoft Exchange does not launch when you double-click Setup.exe

Situation:
You attempt to install Symantec AntiVirus Filtering 3.0 for Microsoft Exchange (AV/F Exchange) or Norton AntiVirus 2.x for Microsoft Exchange (NAVMSE) to a Windows 2000 Server running Microsoft Exchange Server 5.5 or Exchange server 2000. When you double-click the setup file (Setup.exe), an hourglass briefly appears, and then disappears. Setup.exe does not launch.

A review of the processes that are currently running shows that the Setup.exe process resident is in memory. However, you do not see an NTVDM or WOWExec process associated with the Setup.exe. Subsequent attempts to launch Setup.exe result in the same behavior, with additional instances of Setup.exe spawned for each attempt. An error referencing WOWexec or NTVDM may also accompany these attempts.

Solution:
This situation can be caused by underlying problems within the 16-bit subsystem of Windows 2000 or a module registered with it. See the Microsoft document Virtual Device Driver Error Message in 16-Bit MS-DOS Subsystem - Q254914 for a description and solution to this problem. Please be aware that any applications that are registered with the 16 bit subsystem may be affected by the procedure documented in the referenced article, and additional action may be required to address any changes caused to these applications as a result of this solution.

When installing AV/F Exchange, you may need to update the Symevent files. Read the document How to update the Symevent files."

nope, 2.5 sucks, I moved to 3.1 for one client and 4.0 for another. Both work well.
