Nav Auto-Protect "warning"

This appears on start up, followed by - Unable to initiate the Virus scanning engine data base files. I cancel by tapping O on keyboard. This with Norton Internet Security 2003 on WinME. A bye product of fault seems to be inability use some links or even parts web not showing. Long trawl through manual not doing any good. Grateful any thoughts. David
