NAV 7.0 CORP ldvpctls.ocx

I'm trying to install NAV 7.0 Corporate for a Windows 98 client. At the very end of the install, 100% complete, I get an error message saying that c:\program files\common files\symantec\ssc\ldvpctls.ocx cannot be automatically registered. I tried manually registering it using regsvr32 and I recieve an error saying it cannot be registered. I can open NAV and run scans and update virus definitions, but when I try and view anything or browse the histories, I get an error saying that norton can't communicate with scandlgs.dll. I've uninstalled NAV, manually deleted all norton and ldvpctls.ocx instances in the registry. I get the same error after I reboot and reinstall. Any ideas?
