NAV 2003 won't run

I have NAV 2003 and XP HE with all service packs. NAV suddenly won't run and requests Uninstall and Install. If I run LiveUpdate I get LU1899 and Definitions won't download.

Uninistall and Install did nothing.

If I go to security.symantec.com to Virus Check it will never complete downloading ActiveX controls.

Any suggestions.
