In the US, 911 is very segmented based on old LATA boundary lines. VoIP has allowed those lines to be blurred, causing the existing 911 infrastructure to become problematic for user location.

How do we fix this?

The responsibility lies with the FCC.
So to answer your question, by electing better government.

There's one with a hump. And one who can jump.
 
They could argue that is what they have - local county/town sheriff's are elected positions, many large city police commisioners are elected positions.

So rather than sink into an argument on how the rest of the world does it so much better, let people discuss how to deal with how 911 works in the here and now.

Stuck in a never ending cycle of file copying.
 
THE FCC IS NOT ELECTED. I recently interviewed Commissioner Ajit Pai and we talked about how the FCC works, and how commissioners are appointed. You can listen or read the interview at:
911 is typically controlled at the state level by an Office of Emergency Communications Board or Governance body.

Independence is nowadays a myth.
While the FCC may not be elected, the people who make their funding and pass the laws for their charter are.
Have you written your congressman and shown him how this lobby issue will keep him in office or make him money?

Only then will they take action.

Sounds like trying to get a GRIP request through Avaya. Great stuff on paper, denied as a matter of course on principle.
