NAT-T with Nescreen 204 and Cisco 3xxx router

We are trying to get a client connected to our network. Client is mandated to use NAT-T, we have tried for several weeks working with Juniper to resolve the issue without success. Juniper has given confrmation that the NS using NAT-T will not work in Main mode without certs so we will need to use Aggresive mode. Juniper states that the client will have to set a local-id as well as a peer id, client says that they cannot define a local-id on their Cisco router. I am pretty sure that it can be set but I don't know how it is done. Does anyone have some good information on this type of config or even done it before and provide help or point me to some good information in the subject.
