Naming windows and communicating

Having looked around I simply can't find something that I think must be extremely easy.

I have two html pages. Completely independend of each other.
No parent child.

One we call: A
And other: B

I wish to be able to say reload/refresh A from B.
Can this be done?

If you want page A to be able to load in page B in its own browser window, then yes. If they are two totally separate pages, in separate browser instances, and you want to refresh one from the other, then you've got slightly less than a 0% chance.

If the two pages are coded in such a way that they can check for "incoming messages" from the web server, you could use that to instantiate a refresh of one from the other... but assuming the pages are arbitrarily independent, then this would probably not be the case (i.e. you'd have to have complete control over the page content to be able to do this).
