Mystery Dial-up Window Appears

Recently, in XP, a dial-up window appears in the middle of whatever I'm doing. Every 10 minutes or so.

If I cancel, it reappears later.

If I dial-up, I receive approx 20kb of data and then nothing.

How can I tell what in my PC is doing this?

I get Server and Client IP addresses in the Connect details. Entering them in Whois does not provide useful clues.

How can I find what's doing it?
