mysterious sharing violation

Why is it that sometimes when you try to delete or move a file that you KNOW no-one else is using (say for example it is on a standalone machine, or after hours when everyone has gone home) you cannot because you get a sharing violation error message? The other day we were trying to copy a folder from one location to another - not only did we get the shariong violation error - it also told us that there were 6 users connected. There definitely weren't - all the people who could possibly have been using it had turned their machines off & gone home.
