How are you attempting to connect?
Do you get any errors?
Mysql's online manual has this to say about using C++ to connect to it:
Perhaps posting this in the C++ forum may be more helpful. as this forum deals mainly with using mysql and not actually connecting to it form other programming languages.

Ignorance is not necessarily Bliss, case in point:
Unknown has caused an Unknown Error on Unknown and must be shutdown to prevent damage to Unknown.
