mySQL Install problem

After installing mysql-3.23.49.tar.gz on RedHat Linux 7.1, I cannot run "./scripts/mysql_install_db" from anywhere to initialize the database. Doing so gives:
"""""command not found, Didn't find /usr/local/mysql/libexec/mysqld
mkdir: cannot create directory `/usr/local/mysql/libexec': No such file or directory. You should do a 'make install' before executing this script."""""
I've tried rerunning "make" and "make install", with no improvements. If this is not the right group to be asking this question, please advise me of a more apropriate group.
