MySQL commercial licence agreement

Hi,

There is something I don't understand about the licence agreement. It says that I have to get a commercial licence to distribute MYSQL with a program. However, what if I don't want to distribute it, but I do want to use it with a commercial website? Can I use the free licence?
 
As far as I understand it, you can use MySQL for free on any type of website. MySQL's licencing information is a bit scattered on their site, but I don't remember ever seeing anything to suggest that a commercial licence is needed for anything other than distribution with closed-source products.
