mySQL Adnin Levels?

I am the root user for a mySQL database, and I am tring to set up level 2 admins. Where as they can created databases and create users for ONLY thoes databases they created. I can give a user the CREATE priv, and they can create new DBs but then can not read them. If I give them system wide read it defeats the idea of securing the other data from this user. Any help?
