MyODBC Database Access Denied

I'm running Win 2000 Pro and using MySQL 4 and I can't connect to a databsae when I'm connected to the internet.

If I'm not connected to the internet then everything works fine. The problem arises once logged on to the net.

I get this error;

Microsoft OLE DB Provider for ODBC Drivers (0x80004005)
[TCX][MyODBC]Access denied for user: '@00.000.000.00' to database 'db_name'

How can I connect to this database whislt on the internet. I connect to the internet through an ISP, given a random client IP each time connected.

The mysql port needs to open on the firewall.
