My user keep getting a lock record msg

History:

OS: Win NT 4.0/ Client server network
Access: 2000
# of Users: 10
DB setup: Front in/BacK in
Multiuser Setting Default open mode: shared
Default Record lock: No Locks
use record level locking
Problem:
My endb users are having their records locked up for 20 to 30 minutes and sometimes they can't even save the data they just entered because of record lock. How can I stop this record lock thing from happening so much? I changed the update retry and resfresh intervals...
any more ideas???
