My router keeps switching ip addresses and I am concerned

Throughout the day my internet connection will seemingly drop. I recently started to investigate instead of contact my ISP because they dont seem to be able to tell me what the problem is. When I go to my router screen (192.168.0.1) and go to router status to see the info about my connection, this is what I see:

Normally my ip address is 216.15.x.xxx and my DHCP server is 209.122.64.164

Randomly for 5 or more minutes at a time my ip address will change to 192.168.100.2 and the DHCP will go to 192.168.100.1

During this time my internet connection is dead but it seems that I am still sending packets.

Lately my computer has been randomly restarting as well, but only when I open certain programs. Is it possible that I have a virus of some sort, or that someone is intercepting information by hijacking my internet connection and creating a fake server for my modem to connect to? Please shed some light on the situation. Thanks.
 
It looks like the router is set for DHCP and is issuing addresses as it is supposed to. Look for a page on the router to turn off DHCP/
