My PC will not turn off!

My HP Pavillion 2.8 P4 t741uk. refuses to power down properly. XP closes, monitor switches off, but all fans stay on regardless of the time left for. The HD light glows solid orange despite the disc not actually spinning, I've checked all the obvious power settings in windows, checked bios for odd settings such as stay alive if usb devices are plugged in, and always on mode, and keep fans on mode, but none of this shows up as being set to on.
Depressing the power button won't even kill it, you have to pull the plug on the system to shut it up, otherwise processor/psu/case fan stay on. It wouldn't be a problem but the unit is in a bedroom, and i need some sleep! I asked HP for a bios Update but they say i have the most current version. Is there something simple i may be overlooking?
 
Are you depressing the power button for at least 5 seconds for it to power off?
 
Yep i've held the power button for ages and ages, you have to switch it off at the mains supply to shut it up.
 
Check the Power Options in the Advanced CMOS settings to see if you can power off the computer via the power button.
 
The power settings are all set at HP defaults and all seem fine. Any other ideas?
 
Desktop > properties > screen saver > power > advanced. Look at the bottom at the power options.
 
Its not the power options. Could it be Motherboard or PSU. PC is only 1 moth old and has done it from new.
 
Possibly. Contact the vendor or HP since it's under warranty.
