My page is too large and there's no scroll bar

Two of the people in our department are having problems with viewing a web page for work. The page is too wide to fit in the screen, but there is no scroll bar. They have to left click and drag the mouse in order to move the page over so they can access the links they need. Shrinking the font size hasn't helped. The page is a frames page, and they are running IE 5.5. Is it something wrong with the display, IE, or the page, and what can I do to fix it?
 
Sounds like their display is set at 640X480 instead of 800X600.

Right click on the open desktop
Click on properties
Settings

See what the display is set at, if it is 640X480 try to move the pointer to 800X600.

This will only work if the video card is capable and it should be.
