My mouse timer is always opening a new iexplorer.exe

Are you sure the mouse is not defective? If you have a "hotkey" programmed to open IE from the mouse that's sticking or defective (many of these hotkeys go unused and forgotten), it may be continually sending a message to the PC to open up your browser.
The way to find out: Reboot with another mouse installed.
