My HD will not start to load OS after bootdisk load and reboot

My HD will not start to load OS after bootdisk load and reboot I have a WD 20G HD working good I format and fdisk to make one partition IM trying to load w/2000 server IM able to boot from the CD but when the PC reboot it goes back to boot from CD not start the install
I tried ntfs and fat32 no good I tried a different disk the same issue

Have you just sat and waited? This screen is normal during the first reboot.The BIOS is set to boot from CD and when booting finds the CD and waits for input from the user on if you want to install the OS. Waiting for a while, it will eventually timeout and then continue to boot, find the install of the OS and continue setup.
