My exchange 2K is using only one MX record! why?

Hi
From time to time I get bounced or delayed deliveries since my exchange can not find the recipient server. When I check the MX records for the recipient I see that the the lower number MX record is not working but the higher number MX record server is responding. but it seems like my server times out on the lower MX and does not deliver. Does anyone know what in exchange prevent it from trying the second MX record if the 1st one is down.
