My cursor gets jerky (delayed)

Whenever I click on any program (IE for example), and while it's loading, my cursor seems to stick or gets delayed while scrolling around the screen.

I've tried canceling my screensaver to see if it was causing it (a program running in the background), but that didn't help.
 
I feel like I post this answer too often....

If your HDD will handle DMA (most do), make sure it is enabled. In Win9x you go to the Device Manager (right-click My Computer > Properties > Device Manager tab) and select your HDD. Select properties and see if DMA is turned on. If not, turn it on and see if that makes a difference.
