My computer keeps going into "not responding"

I am having a problem with my computer freezing up for about 5 minutes at a time while I am doing anything. The program will run fine for a little bit and then show that it is not responding and then it will go back to running fine. This cyle keeps on going. Also I can not open any fodlers in windows explorer such as my computer, control panel, and folders on my desk top. Also I have tried to open Norton Anit-Virus but it will not run at all. It comes up but none of the program stuff shows up. Is there anything that I can do to fix this? Thanks, Brandon.
 
Sounds like Bagel.X or variant.
Boot into Safe Mode with Networking and run the Trend Micro and Panda antivirus scans from smah's FAQ760-3862
