When I turn on my IBM 350, my internal speaker sounds a
constant tone that doesn't stop and my monitor receives no
signal.

When I jump the BIOS flash, I get the normal startup
beep, but still no display.

I have tested my monitor (with another computer) to be working.

Can anyone help me?

According to IBM, a continuous beep indicates a system board problem. If you get one long beep & then a couple short ones, that indicates either a system board OR a video adapter problem. We used to have IBM 350s here, and I can't remember if they had integrated video or not. If you have a video card then I would suggest you reseat the card & try again.
