my cd rom wont run 1

i have a hp pavillion,it was improperly shut down and i had to run in safe mode to boot. i went to install in systems folder ran that several times all i know is a corupt config.sys file is missing a commnd on line 7. my system is used and original owner has some pretty bizzar ideas where files go and has deleted or renamed the install files to recover anything
