MXONE & Router2800

Gentlemen,
I have a challenge between MXONE and a router(2800). It's E1 between the two.
At the back of the router (E1), there is green light and Amber light.
The router is for 67xxx while MXONE is for 87xxx. From MXONE I cannot dial 67xxx.
67 gives busy immediately.
For me, I'm thinking that the green light at the back of the router means that there is a handshake between the two. But what could be the cause of the Amber light on the router. Can we look at the router or MXONE.?
 
I have a challenge.
My connection between MXONE and router/CME is E1.
The two of them cannot call each other. MXONE extension is 87xxx while that of CME is 67xxx. Right now The E1 card of the router is indicating Amber and green light instead of only green. I have swapped the E1 cards and no change. Please let somebody help me to restore communication between MXONE and the router.
