As long as the device runs Windows Mobile Classic / Professional (which the HTC Mogul does), then it should run fine.
The only other requirement is that Nortel IP Phones operate best when you have unrestriced access between the devices and the BCM (NAT can cause many problems). This means it should work fine... as long as the devices are connected to the same network as the BCM (such as over WiFi), or the phones are connected via a VPN to the office network.
