Must all Outlook appts start on the half hour?

Is it possible to change the time differentiation in Outlook to recognize quarter hour units instead of half hour units for scheduling events?

On your calendar, if you right click, and choose other setting, there is a box called time scale, you can change that to be 15mins.

In Calendar , Click View - Current View - Customize Current View.
Next Click the button 'Other Fields' and set the Time Scale to any other setting.
