Music on hold for outgoing calls 2

Is there a way to set the music on hold source for outgoing calls by extension? Currently, I have 2 sources and control which one is presented with incoming call routes. However, if someone makes an outgoing call the request is to have this set by extension.

To further explain my self, department A has its own hold music and incoming call route. Department B has its own hold music and incoming call route. This works for incoming calls. But when department B calls out and puts a call on hold they get department A's music. They want their hold message to be played.

Looking at the short code option from the manual and this thread I can not figure out how to make this work. Can someone help?

Copy and paste your ARS 50:Main, or whatever department A is dialing out through. Label the new table Department B. Change all entries in the "Telephone Number" field to end with h(2)

So if you have
Code: 1N;
Feature: Dial 3K1
Telephone Number: 1N
Line Group: 0
Change the Telephone Number to 1Nh(2)

Now make the 9N Short Code for Department B's users go to ARS 51 instead of 50. Do this through the User's short codes. Better yet, do it through User Rights, make one for Department A's phones and another for Department B's phones. Department A has 9N / Dial / N / 50:Main and Department B gets 9N / Dial / N / 51epartment B
