Music in Queue for Analog Lines

Question,
I have an ACD Hunt Group with analog members that feed into a dialigic board which feeds into an IVR system (not Avaya's). Is it possible when all lines are busy, to have callers wait in queue, hear announcements and music while they wait? I have done everything it seems to get this to work, however I only get ringing when in queue. Any suggetstions would be greatly appreciated before I spend another entire day trying to figure this out. Thanks!!

Have you put in a check that states goto step xx if available-agents in skill xx(VRUskill)=0

This would check to see if any ports are open to the vru if not then play your music and check vru skill after 5 sec or less.
