Music/Announcements on Hold

I am running S8700 with Comm.Mgr.1.2 and have tenant partitioning enabled as well as vectoring, etc., etc. Is there a way to have announcements play while someone is on hold as well as hear music without using VDN's or Vectors?

Look in your System-parameters Features section for the above line. This is from R11
