Does anyone make these anymore? USR used to have one, and I think Xircom did too.
3Com used to have a two port officeconnect LAN modem device as well.

In a nutshell, modem device goes on LAN, PC's have a virtual serial port driver to connect over LAN to shared device for dialout.
 
I believe that Digi and Xircom (Intel) still make these.

You may also be able to get a Cisco AS5X00 server that will be digitally attached to the PSTN and give you better data rates.
