Multiple windows

We have a machine that is opening multiple duplicate IE windows on a single (web page)button click. It is alway the expected windpw just lots of them.
Spyware scans Adaware SWpybot MS-GAS are all clear.

This is probably not a virus issue. Here's one example:
Clicking a "Mail to:" link opens up 100 windows...

Yes it does look more lke an IE or Windows issue.
Looking at the link its difficult to say which (if any) of the N/A file type this applys to. Certainly not the one in the linked thread.
Happens most when (my boss clicks) the signon button in ebay. (using the keyboard gets the same effect)

I will re post a modified question in the XP forum.
