Multiple VPN Access from single IP using ISA

I have ISA 2000 on Windows 2000 server supplying VPN to clients. We now want to have many VPN clients from the same site / IP address, and ISA does not seem to allow it. We do not want to use site-to-site tunneling for security reasons (to exclude most clients and ensure no simultaneous internet access).

Does anyone know how we can configure to allow multiple VPN from a single IP address please
