Multiple VLAN's accessing one port for Internet access

Hello,
I wonder if anyone could offer some advice on the best way to go about this.

What I have:
E5500 switch, leased line Ethernet class C /26

What I need to provide:
Public IP to each port with access only to the port with the incoming traffic. This is for distributing individual Internet access to many locations from one connection. I need to limit the bandwidth for each port.

Can this be done with VLAN's on this switch or would I have to create multiple subnets. I was thinking that I could just have everyone configure their router with the static IP without segregating the network and they would be able to access each other if no firewall is configured, which i do not think is a problem but is there likely to be a broadcast issue?

I am at a loss as to which way to go with this and I can assign multiple VLAN's to a port but each port would have to include the port with the Internet access on which would then permit traffic.

I have searched for similar instances but unable to find anything that quite matches what I am after.

Hopefully a kind sole can shed some light.
