Is there any way you can set up IE for multiple users like in Netscape Navigator?

What exactly do you want to customize?
IE grabs the user from who ever logged in. So if you have everyone logging in as the same person (or have the logon screen disabled), you will get the same settings in IE.

Set up profiles in Windows, and check the "Favorites" under the individual profile.
