multiple user sign on

Hi, I have a FileMaker Pro4.1 database. It only allows one user to open it. The other users got" it's single-user only" message when they tried to sign on at same time. Any advise to change it? Thanks

open the file...and
click:
File--->Sharing... (o Multiple users and [] Local Access data comp.)
