Multiple systems in campus. Dialplan question

Hello everybody. I have a question. I have a campus environment with about 10 buildings, 1700 stations, across 2 city blocks. The phone system I've had for this has been an NEC 2400ICS. Recently, a call-center with Asterisk has been added, that does SIP trunking for the 200 IP phones. This connects to the NEC via a PRI so you can dial between the two systems.
Now I'm about to add an NEC 2000IPS for another section, and I'm going to connect that to the ICS with CCIS, and somehow IP trunking connection to the Asterisk.

But it feels like I'm building a monster without proper planning. The idea is that no matter which phone you call in which system, you can just dial the extension number without having to enter some access code for the 'other' system, and the system will figure out where are you trying to call.

I'm mainly looking at the ICS. So far the way it has been is I created 200 access codes with AASP which are 5-digit numbers that correspond to the 5-digit numbers in asterisk. It works, but doesn't seem like this is the way to do it. Maybe it is... But if not, how would you plan out connecting 2-3 systems together, and implementing seamless dialing?
 
Since the ICS is "the hub" why not simplify your dialplan in aspa and then be sure to allow trunk to trunk.

Do your asterisk extensions start with the same number or numbers? I.e 2xxxx or 23xxx.....
 
The dial-plan in ICS is:
1-access code for outside line
2,3,4,5,6,7 - first digit for stations
8,*,# - first digit for various access codes
9 - first digit for special stations, like voicemail

Station numbers in Asterisk are 321xx, 322xx and 327xx.

The ICS definitely has extension starting with 32xxx. The ICS was put in 10 years ago, with no idea that it will be connected to other systems. Anyways, looks like my only option add this point is to create AASP 32100-32199, etc to route that connects to asterisk...
 

Is this a hotel motel system? AASP is a HM command....

You should be able to "break out" the digits and not have to set up each individual number (much cleaner this way).

You will have to break out your digits vi.e.

first you will have to delete "3" and then start reassigning

If you do this small break out then you will not have to enter each individual number!
 
Yes, this is a H/M system, where I have AASP. I think your idea is very good, I'll give it a shot.
