Multiple simultanious exclusive access

Hello, i have a spread sheet that can be opened by multiple people on multiple computers. All parties are shown as having exclusive access and the workbook is shared without the permissions for multiple edits. is there a way to repair the apparant corruption in the file?

What do you mean by "shared without the permissions for multiple edits". If I Tools, Shareworkbook but untick the "allow changes by more than one user...." setting then the workbook is removed from sharing.

Assuming that is not the issue:

Are you sure that the users are seeing and opening the network copy and not an offline files version? Also that it is not read only? I would File Save As to a new file. Delete the original then rename.
If the problem, remains then I don't know what to suggest.
